When it is not worth it

If paying would strain your family, keep the money. I mean that. A transfer is winnable on your own with discipline, and I would rather say so on a call than take an engagement that hurts the people funding it.

And if your numbers are already excellent, say a 3.9 at a solid four-year school with research and a clean story, you may only need a second set of eyes, and a consultation would tell you that for free.
